Noosa: planning zones and hazard overlays by address
What a WattleAddr Property report reads for an address in Noosa, and how many of its 40,061 addresses sit in each of the council’s mapped overlays. The council’s planning data is dated 23 July 2026.
A report can be bought for an address in Noosa, $9.90 including GST, paid once. Check an address in Noosa first: the check is free and states the total before you pay.
What a report reads at an address in Noosa
The report tests the address point against each of these layers of the council’s planning scheme, and prints what it finds with the council’s data date:
- Land subject to acid sulfate soil
- Bushfire hazard overlay
- Flooding and inundation extent
- Local heritage place
- State heritage place
- Koala habitat area
- Landslide hazard overlay
- Land zone
What each reading means
Land subject to acid sulfate soil. The report says whether the land is in the council’s acid sulfate soil overlay, which is drawn by elevation (Area 1 at or below 5 metres, Area 2 above 5 and up to 20 metres) and can require assessment before excavation or filling. It is not a soil test.
Bushfire hazard overlay. If the address point is in the council’s bushfire hazard overlay, the report gives its class: high or medium potential bushfire intensity, or potential impact buffer. The overlay is a planning trigger, not a statement that the land cannot burn.
Flooding and inundation extent. The report says whether the address point is inside the area the council maps as subject to flooding and storm tide inundation. It says nothing about overland flow, creek flooding the council has not mapped, or depth.
Local heritage place. The report says whether a local heritage place is mapped on the land in the council’s heritage overlay map.
State heritage place. The report says whether a Queensland Heritage Register place is mapped on the land in the Noosa Plan heritage overlay map. The Register itself is the binding source.
Koala habitat area. The report says whether the land is in core or locally refined koala habitat area on the council’s koala habitat map. The Koala Priority Area boundary is a separate strategy layer and is not included.
Landslide hazard overlay. If the address point is in the council’s landslide hazard overlay, the report gives its class: moderate, high or very high hazard area. The council mapped it from slope and geology. It is a planning trigger, not an assessment of the site.
Land zone. The report names the Noosa Plan 2020 zone. The zone map covers lots and a few road parcels, and most roads and waterways carry no zone, nor do a few lots in the council’s file; the report then says Not established.
How many addresses are inside each overlay
These are counts of addresses in the national address file (G-NAF, May 2026 release). We counted the 40,061 addresses in Noosa, each address as G-NAF records it (an apartment building has one per unit), whose G-NAF point is on the property, and tested each point as a report does. A further 2,978 addresses (6.9% of the 43,039 in G-NAF) have their G-NAF point on the street or at a locality, so they are not counted here; a zone or overlay may not be found at such a point, and a “not in the overlay” reading for those addresses says little about the property. Every share below is of those 40,061. Where the council’s data gives a report nothing to read at the point, it prints Not established; the tables call that “No reading at the address point”.
A count says where the council’s map falls at an address point. It is not a rating of any address or of Noosa, and an address outside an overlay is not shown to be free of the hazard: the map is a planning map, and an address point outside an overlay does not show that no part of the lot is inside it.

- Coastal hazard and erosion. The council file we hold has a coastal building line and a scenic amenity overlay but no hazard map, and the council’s own storm tide and erosion services are not in it, so a report does not read them.
- The koala priority area. It is a strategy boundary, not mapped habitat, so it is left out of the koala reading.
- The rest of the Noosa Plan’s overlays, such as character areas and riparian buffers, which a report does not read today.
- Flooding the council has not mapped, overland flow and depth. The flooding reading is only whether the address point is inside the area the council maps.
- The Queensland Heritage Register. The state heritage reading is the council’s overlay map; the Register is the binding source.
A report cannot tell you who owns the land, what is registered on the title, or what it last sold for: none is on an open register. It reads the council’s planning scheme data we hold, dated 23 July 2026, so an amendment made since then is not in it. What “not mapped” means.
