Toowoomba Region: planning zones and hazard overlays by address

What a WattleAddr Property report reads for an address in Toowoomba Region, and how many of its 106,128 addresses sit in each of the council’s mapped overlays. The council’s planning data is dated 9 September 2026. ‘Toowoomba Region’ here means the whole Toowoomba Regional Council area, not just the city.

A report can be bought for an address in Toowoomba Region, $9.90 including GST, paid once. Check an address in Toowoomba Region first: the check is free and states the total before you pay.

What a report reads at an address in Toowoomba Region

The report tests the address point against each of these layers of the council’s planning scheme, and prints what it finds with the council’s data date:

What each reading means

Aircraft noise. If the address point is inside an aircraft noise band of the council’s Airport Environs Overlay, which protects Toowoomba Airport and the Oakey Army Aviation Centre, the report gives the band.

Bushfire hazard overlay. If the address point is in the council’s bushfire hazard overlay, the report says whether the council rates it high or medium fire risk. The overlay is a planning trigger, not a statement that the land cannot burn.

Flood hazard overlay. If the address point is in the council’s flood hazard overlay, the report names the category: a flood risk area (FR1 to FR4), overland flow path 1 or 2, flood island, or the balance (mixed) flood risk area. A point outside the overlay says nothing about flooding the council has not mapped, or about depth.

Heritage overlay. The report says whether a heritage place is mapped on the land in the council’s heritage overlay.

Landslide hazard overlay. The report says whether the address point is in the council’s landslide hazard overlay. The council maps only the areas in its ‘High Risk’ class, so a point outside the overlay says nothing about moderate slopes. The overlay can call for a geotechnical report when development is assessed; it is not a site assessment.

Transport noise corridor. If the address point is inside a transport noise corridor the council maps, the report gives its category. Corridors designated by the State may not all be in the council’s layer.

Land zone. The report names the council’s planning scheme zone. A few address points sit on roads, waterways or other land that carries no zone in the council’s file; the report then says Not established.

How many addresses are inside each overlay

These are counts of addresses in the national address file (G-NAF, May 2026 release). We counted the 106,128 addresses in Toowoomba Region, each address as G-NAF records it (an apartment building has one per unit), whose G-NAF point is on the property, and tested each point as a report does. A further 7,513 addresses (6.6% of the 113,641 in G-NAF) have their G-NAF point on the street or at a locality, so they are not counted here; a zone or overlay may not be found at such a point, and a “not in the overlay” reading for those addresses says little about the property. Every share below is of those 106,128. Where the council’s data gives a report nothing to read at the point, it prints Not established; the tables call that “No reading at the address point”.

A count says where the council’s map falls at an address point. It is not a rating of any address or of Toowoomba Region, and an address outside an overlay is not shown to be free of the hazard: the map is a planning map, and an address point outside an overlay does not show that no part of the lot is inside it.

Aircraft noise (Australian Noise Exposure Forecast bands)

2,110 of 106,128 addresses (2.0%) have their address point inside an aircraft noise band. The council’s Airport Environs Overlay maps bands of the Australian Noise Exposure Forecast, from 20 to over 40, and a higher number means more aircraft noise.

What a report does not cover in Toowoomba Region

A report cannot tell you who owns the land, what is registered on the title, or what it last sold for: none is on an open register. It reads the council’s planning scheme data we hold, dated 9 September 2026, so an amendment made since then is not in it. What “not mapped” means.
