Casey: planning zones, bushfire and flood overlays
The 68 planning zones mapped in Casey, Victoria, the overlays that apply, and which registers cover the council.
A report can be bought for almost every address in Casey that is in the state address register, $9.90 including GST, paid once. This page is the free part: what the Victorian planning registers hold for the council. The report is for one address, and reads the planning, heritage and hazard registers listed below for it. Check an address in Casey first: the check is free and states the total before you pay.
What this page covers
This page covers the Casey Planning Scheme: its zones, and the overlays counted below, which each council’s scheme applies. Victoria’s statewide hazard maps, such as the Bushfire Prone Area, are not counted here. Recorded crime for the council is charted below, and the report for an address here carries it too.
Bushfire, flood and other planning overlays in Casey
What the government maps show. Not a risk rating.
- EMO Only 1 address here is on land whose planning scheme uses the Erosion Management Overlay (EMO), none of them on a lot in it: fewer than one in ten, too few to give a share. EMO by council, on our map.
- FO Only 23 addresses here are on land whose planning scheme uses the Floodway Overlay (FO), 4 of them on a lot in it: fewer than one in ten, too few to give a share. FO by council, on our map.
- SMO The Casey Planning Scheme does not use the Salinity Management Overlay (SMO). SMO by council, on our map.
Bushfire Management Overlay (BMO)
- 2,873 on the map at the address point
- 725 on part of the lot only
- 71 at the edge only
- 173,355 not on the map
- 8 where the scheme does not apply it
Victoria’s Bushfire Prone Area designation is separate, and may still apply. See VicPlan. Bushfire Management Overlay (BMO) by council, on our map.
How this is counted
3,598 of 177,024 addresses (2.0%) are on a lot shown, in whole or in part, as the Bushfire Management Overlay (BMO) in the planning scheme. On 3,169 of 157,442 lots · 725 on part of the lot only · 71 touch only the edge. 1 address is on land where the planning scheme does not apply it, and is left out of the figure. 7 addresses could not be matched to a planning scheme, so the overlay could not be tested, and are left out. Victoria’s Bushfire Prone Area designation is separate, and may still apply.
Land Subject to Inundation Overlay (LSIO)
- 10,608 on the map at the address point
- 2,192 on part of the lot only
- 1,369 at the edge only
- 162,858 not on the map
- 5 where the scheme does not apply it
See VicPlan. Land Subject to Inundation Overlay (LSIO) by council, on our map.
How this is counted
12,800 of 177,027 addresses (7.2%) are on a lot shown, in whole or in part, as the Land Subject to Inundation Overlay (LSIO) in the planning scheme. On 10,120 of 157,445 lots · 2,192 on part of the lot only · 1,369 touch only the edge. 5 addresses could not be matched to a planning scheme, so the overlay could not be tested, and are left out.
Special Building Overlay (SBO, overland flow)
- 1,224 on the map at the address point
- 1,646 on part of the lot only
- 1,333 at the edge only
- 172,822 not on the map
- 7 where the scheme does not apply it
See VicPlan. Special Building Overlay (SBO, overland flow) by council, on our map.
How this is counted
2,870 of 177,025 addresses (1.6%) are on a lot shown, in whole or in part, as the Special Building Overlay (SBO, overland flow) in the planning scheme. On 2,101 of 157,443 lots · 1,646 on part of the lot only · 1,333 touch only the edge. 7 addresses could not be matched to a planning scheme, so the overlay could not be tested, and are left out.
Environmental Audit Overlay (EAO)
- 1,133 on the map at the address point
- 239 on part of the lot only
- 482 at the edge only
- 175,171 not on the map
- 7 where the scheme does not apply it
The EAO marks land whose past use means an environmental audit is needed before a sensitive use, such as a home, school or childcare centre. It is not a finding that the land is contaminated. See VicPlan. Environmental Audit Overlay (EAO) by council, on our map.
How this is counted
1,372 of 177,025 addresses (0.8%) are on a lot shown, in whole or in part, as the Environmental Audit Overlay (EAO) in the planning scheme. On 1,016 of 157,443 lots · 239 on part of the lot only · 482 touch only the edge. 7 addresses could not be matched to a planning scheme, so the overlay could not be tested, and are left out. The EAO marks land whose past use means an environmental audit is needed before a sensitive use, such as a home, school or childcare centre. It is not a finding that the land is contaminated.

Free: which registers cover the address. The report ($9.90 including GST): whether the lot is on them, and how much of it.
How these are counted
Counted from every address in the Victorian address register, in build 61 of 21 October 2026, out of the addresses on land each register covers; a share is given only where the register covers nine in ten of the council’s addresses. Addresses, not homes: an apartment building is many addresses on one lot, and a vacant block is one. “Part of the lot” counts land, not buildings: the mapped area may not reach the house. A lot the map touches only at the edge, within the map’s accuracy, is shown as “Check” in a report and is counted in the base but not as on the map, so a share can be low by up to the edge count in its row. These are counts of what the government maps show, by our method; they are not a risk rating, and a council’s own count of “properties” may not match them. See why unmapped is not clear.

Crime rates in Casey: ten years of recorded crime
For the council area, not any one property. We do not rank councils and we do not turn this into a safety score.
How to read these charts
This is about the council area, not about any one property. Every address in Casey carries the same figures. Each chart shows the offences recorded in each of the ten years to March 2026; the darkest bar is the latest year, where a trend was tested. Each chart has its own scale, starting at zero, so read the shape, not the height against another chart. Beneath it, the latest rate per 100,000 people (solid) is set against the Victorian rate (outlined). The Crime Statistics Agency publishes no trend, so each direction here is ours, calculated by WattleAddr from its ten annual rates, and named only where it is statistically significant. The direction is of the rate per 100,000, so it can differ from the bars, which are counts.

| Offence | Ten year trend | Casey | VIC |
|---|---|---|---|
| Break and enter, homes | Rate: no clear direction over ten years, calculated by WattleAddr | 291.2 | 347.3 |
| Motor vehicle theft | Rate: no clear direction over ten years, calculated by WattleAddr | 480.9 | 434.9 |
| Theft from vehicles | Rate: no clear direction over ten years, calculated by WattleAddr | 1,100.6 | 1,074.8 |
| Criminal damage | Rate: no clear direction over ten years, calculated by WattleAddr | 528.0 | 595.2 |
| Assault, non-family-violence | Rate: no clear direction over ten years, calculated by WattleAddr | 242.9 | 318.6 |
Recorded offences are what was reported to and recorded by Victoria Police: a rise can mean more of an offence, or more of it being reported, and these figures cannot tell the two apart. A count also moves with the population, which the rate allows for and the bars do not. We leave out offences whose recorded numbers depend mostly on police activity, such as drug and weapons offences; the offences shown are still only what was reported and recorded. Rates are per 100,000 people on the Victorian Government’s Victoria in Future population projections, not the Australian Bureau of Statistics’ current estimated resident population. The Crime Statistics Agency uses them because the ABS figure for the most recent year is not available in time. The Crime Statistics Agency excludes justice institutions, immigration facilities and Unincorporated Victoria from its council-level tables, so these figures do not add up to its published Victorian totals. We use one table throughout and never mix the two.
How a direction is calculated
Trend calculated by WattleAddr from ten years of Crime Statistics Agency data. CSA does not publish a trend figure. Method: a least-squares straight line fitted to the logarithm of the ten annual rates per 100,000, read as the average change per year. A direction is named only where that slope is significant at the 5 per cent level (two-sided t test, 8 degrees of freedom); where it is not, we say the direction is unclear rather than name one. An offence averaging fewer than 20 recorded incidents a year in the area is not calculated at all.

The 68 distinct zones the register maps here, and how many separate areas each is mapped over. A Victorian zone’s schedule is where its control lives, so General Residential Zone Schedule 1 and Schedule 3 are listed apart: they are the same zone and not the same rule. Zone names are as the register publishes them, capitals and all. This counts mapped areas in the register, not properties: a zone over one large polygon may cover more land than a zone over fifty.

Registers that cover Casey
5 of the 8 Victorian planning registers we hold map Casey. Land in this council that is not in one of them is outside its mapped area, and that is a finding.
The 5 covering registers as a table, with what each maps
| Register | In Casey | Last updated |
|---|---|---|
| Vicmap Planning - Planning Scheme Overlay Polygon Every gazetted overlay in the scheme: heritage, design and development, bushfire, inundation, vegetation, public acquisition and the rest. |
1,146 mapped areas | 14 May 2026 |
| Vicmap Planning - Planning Scheme Zone Polygon The land use zone for every parcel in the planning scheme. Every feature is gazetted, so this layer carries no proposed or interim zone. |
1,072 mapped areas | 12 October 2026 |
| Areas of Cultural Heritage Sensitivity The Aboriginal Heritage Regulations 2018 definition drawn as polygons. It is the regulation, not a site register: land outside it is a finding about the regulation and is not a statement that no Aboriginal place exists there. |

| Victorian Heritage Register The statutory register under the Heritage Act 2017. It is closed: a place is on it or it is not. |

Registers that leave Casey unresolved
We hold 3 further Victorian planning registers, and a search of them in Casey settles nothing. That is not a finding about the land.
3 are held for the whole State but are not a survey of it, as the publisher says, so land absent from them is not a finding: the register cannot say either way.
The 3 registers that settle nothing here, as a table
| Register | In Casey | Last updated |
|---|---|---|
| Coastal Acid Sulphate Soils Coastal prospectivity for acid sulfate soils, which is not a classification, and it stops at the coast. Inland, an absence is out of scope rather than unaffected. |
held, but not a survey of the State | — |
| EPA Victoria Environmental Audit Reports - Location Polygons Where an environmental audit has been carried out. An audit is frequently what clears land, so a record here is not a finding of contamination and an absence is not a finding of cleanliness. |
held, but not a survey of the State | — |
| Heritage Inventory Recorded archaeological sites. The publisher states it is not a complete record of them, so land absent from it is not a finding: the register cannot say either way. |

Where a report can be bought
A report is on sale for most addresses in the Australian Capital Territory, every address in New South Wales, Brisbane, Gold Coast, Moreton Bay, Noosa and Toowoomba in Queensland, most addresses in Tasmania and almost every address in Victoria. In Western Australia a shorter report is free, read at the address point only (addresses whose location is on the property). The check is free: it tells you which registers cover an address and what the report costs for it, before you pay anything. Reports from $9.90 including GST, paid once, and the price belongs to the jurisdiction the address is in.
