How these are counted
Counted from every address in our ACT build (each ACT address register entry whose block could be identified) in the district, in build 45 of 15 September 2026. The Bushfire Prone Area share is out of the addresses where the map was read. The flood model is given as a count, not a share: it covers the catchments of nine flood studies, only part of the Territory, and elsewhere flooding is not established. Addresses, not homes: a building of units is many addresses on one block, and a vacant block is one. “Part of the block” counts land, not buildings: the mapped area may not reach the house. A block the map touches only at the edge, within the map’s accuracy, is shown as “Check” in a report and is counted in the base but not as on the map. What the report covers for an address in Hall
The block the ACT address register assigns the address to, with its title reference and area as ACTmapi records them; the Territory Plan 2023 zone and overlays; the ACT Heritage Register map; the Bushfire Prone Area and its hazard category; and the 1% AEP riverine flood model extent, outside which flooding is stated as not established. Each carries the register it came from and the date it was read.
What no open register holds: the Crown lease and what is registered on the title, what the block was last sold for, and its land value (the ACT publishes unimproved values without a stated licence, so we do not use them). The report lists each as a gap and names who holds the answer. The ACT has no planning certificate: the contract's lease conveyancing inquiry documents say what the ACT Government holds for the block.
